On July 4, 1776, they built a foundation of democracy as immigrants from around the world who came to America looking for a better life. Every Fourth of July, we are thankful for the blessings of our great country.
As we join our families and friends for Fourth of July weekend, let’s take some time to appreciate the freedoms we have in the United States. This is also an appropriate time to give thanks to our service members, past and present, for their strength and courage protecting our country every day.

Two California cities have made the decision over the past week to essentially fire all their police officers and contract with other agencies.
One city, Maywood, went as far as to fire all their city workers and contract them out, according to Publicceo.com. You can also read about it at Publicceo.com.
And the city of San Carlos, in the Silicon Valley, recently made a move (4-1 by the Council) to contract out its police force. The move will eliminate the jobs of 32 officers and save the city $2.5 million a year, according to Bloomberg Businessweek.
The City of Santa Ana has quietly outsourced a lot of jobs over the past two years, because of our own budget crisis. But no one at City Hall wants to consider outsourcing our police department to the Orange County Sheriff’s Department. But it makes a lot of sense. We are critically shorthanded in our police department.
Could we outsource and add more cops in the process – while still saving a ton of money? Shouldn’t we at least consider this and run the numbers?
The O.C. Sheriff’s Department is already located here in Santa Ana. They already provide services at the County Hall of Administration and they are on call when our own police need help, via a mutual aid agreement.
Don’t get me wrong, our police do a fine job for the most part, although I still think they target minorities and immigrants with their DUI checkpoints. But our city is broke. Shouldn’t we consider all options in trying to resolve our budget crisis?
And the O.C. Sheriff’s Department already provides police services throughout much of Orange County, as you can see in the graphic above. In fact they are the cops in some of Orange County’s wealthiest areas! Surely they could do the same here?
Now if it turns out there are no savings to be had, well then forget it. But at the very least we need to put this on the table…
This Wednesday, June 30, marks the end of the first campaign finance reporting period, which means that local candidates are scrambling to raise more money in advance of the deadline, so their first campaign finance report will look decent.
Many of the incumbents in town lack opponents. Councilman David Benavides is unchallenged, as is Councilwoman Michele Martinez.
Alfredo Amezcua
Mayor Miguel Pulido is opposed by local attorney Alfredo Amezcua. And Councilman Sal Tinajero is opposed by a man he once appointed to a City Commission, Thomas Gordon, who resides part-time in Denver, Colorado, as well. Gordon is actively involved in opposing graffiti in both Santa Ana and Denver.
The hottest race figures to be the Mayor’s race. I doubt that Gordon will be able to raise much money, but Amezuca can and will, and he figures to self-fund as well.

Gordon, incidentally, just won reelection to the OC GOP’s 69th Assembly District Central Committee, but he came in fourth place out of about a dozen candidates. They ran for a total of six seats, which is to say that Gordon didn’t do that well. He angered many Republicans by supporting carpetbagger Harry Sidhu for the 4th Supervisorial District in the primary election. Sidhu got blown out by the winner, Fullerton Councilman Shawn Nelson, who also has a law office in Santa Ana. Sidhu also lost in his race for the 69th AD Central Committee. He came in second to last, despite Gordon’s support.
As you can see in the picture above this post, not everyone in town is buying into Amezcua’s campaign. Latinos will be split between him and Pulido, and who knows about everyone else. The emergence of other mayoral candidates is almost assured.
I spoke to one potential candidate this week, business owner Irene Ibarra. She ran for the SAUSD School Board in 2008, and she says she is definitely running for Mayor in November. Ibarra plans to self-fund her race. She spent six figures on her school board race and has the ability to do that again.

We may yet see a challenger emerge to take on Benavides. I am hearing chismes that some of the Council Members are working hard to recruit a candidate. They aren’t happy about Benavides’ alliance with the folks known as the “Usual Suspects.” They are also afraid that when Mayor Pro Tem Claudia Alvarez terms out, Benavides will run his friend Roman Reyna for her seat.

Martinez may also draw a challenger or two. Last time she barely won over Com-Link Chairwoman Evangeline Gawronski, who was betrayed by her friends in the Usual Suspects. They backed Tino Rivera, who was a lousy candidate. Parks and Recreation Commissioner Tish Leon also ran, but I don’t see her doing so again as Martinez put her on the Parks and Recreation Commission.
I spoke to Martinez today. She has raised a lot of money but could have raise more had she not canceled a fundraiser that ended up scheduled the night the Lakers won their Championship. She will reschedule that event in July.
Good luck to all the candidates. It takes a lot of moxy to run for office. And the campaign finance paperwork is a real pain to fill out!
Santa Ana Councilman David Benavides said in a recent email that his recent campaign kickoff fundraiser was a big success. City hall insiders tell me that he did indeed have a good turnout, but many of the attendees were comped, which is to say that they did not pay to get in. My sources wonder if he raised very much money at the event.
Benavides’ release regarding the event, which is below, seems to verify this insider opinion, as he makes a plea for more contributions, in advance of the pending deadline before he has to file his first campaign finance report.
Benavides does not face any challengers right now, although that could change by November. There are whispers that many of the Council Members aren’t very pleased with him and that they are searching for a new candidate to get behind. Many of the Council Members did in fact skip Benavides’ fundraiser.
Benavides has been somewhat controversial this year, or rather his city commissioners have been. We posted an article here on this blog about the fact that most of his commissioners do not live in his ward. And we also wrote about the rude behavior of one of those out-of-ward commissioners, Julie Stroud, from the Santa Ana Parks and Recreation Commission.

Orange County Supervisors Approve 2010-11 Budget
(Santa Ana, CA) — The Orange County Board of Supervisors today approved a $5.5 billion dollar budget for Fiscal Year 2010-11.
The new budget includes 36 fewer employee positions than in FY 09-10, continuing a trend that has resulted in a decrease of more than 1,000 County employee positions since FY 07-08. In recognition of the impact of the continuing economic downturn on the County, the Board of Supervisors also extended through December 16, 2010 a resolution authorizing elected officials to contribute five percent of their salary to the County and extended a 5% pay reduction for County executive managers.
The adopted County budget demonstrates the Board’s continued commitment to the safety and welfare of County residents while prudently using financial reserves to preserve essential County services. County officials are carefully monitoring progress toward agreement on a State budget that could dramatically impact many existing County programs.
The new County budget takes effect July 1, 2010.

Godinez High has quickly become one of Santa Ana’s best schools
Ouch. The O.C. Register slammed the Santa Ana Unified School District in this year’s “Orange County’s Best Public Schools: High Schools” report,” which was published on Sunday.
In the report, Santa Ana Unified has the bottom four ranked schools, Century High, Valley High, Santa Ana High, and Saddleback High.
But the article didn’t tell the whole story. For one thing, the SAUSD’s newest high school, Godinez Fundamental, is quickly turning into a real gem, on a par with Segerstrom High, which received a Bronze Award in the Register’s 2010 report. But Godinez isn’t ranked in the report, probably because they are too new.
Two other SAUSD schools also received awards. The Orange County High School for the Arts was one of five gold medal winners. OCSHA is a charter school. Few Santa Ana kids get into the school, but those that do generally excel.
And SAUSD’s Middle College High not only won a silver award, but earlier this month, twenty-seven Middle College High School (MCHS) seniors from the Class of 2010 graduated with both a high school diploma from Santa Ana Unified School District (SAUSD) and an associate of arts degree from Santa Ana College (SAC). The graduates receiveed their AA degree from Santa Ana College during a June 3 commencement ceremony at Santa Ana Stadium, followed by their high school diploma in a ceremony on June 17.
Middle College High School (MCHS) is a Santa Ana Unified School District school, located at Santa Ana College. A collaborative venture between the Santa Ana Unified School District (SAUSD) and Santa Ana College(SAC), opened its doors in 1997 with approximately 80 sophomores and a staff consisting of four teachers, a high school counselor, a principal and two classified employees. In 2000 Middle College High School graduated its first class with its valedictorian holding the distinguished rank of valedictorian of the high school and the college.
The bad news? Only 80 students will be accepted into the 9th grade next year. Slim pickings, but cream of the crop.
We also have another great charter school, the Nova Academy Early College High School, which recently won the PIMCO 2010 Excellence Award. They weren’t in the Register’s report either. I suspect their campus is also too knew to track yet.
Yes, there are a lot of kids struggling in SAUSD schools, but there are also a lot of kids doing very well. My three boys all go to SAUSD schools.
My son Joey just finished his junior year at Godinez, where he is the number two ranked student on campus. He is taking AP level courses. Joey has played on his high school baseball team for three years. He was the closer on his team this year. In that time he also taught himself how to play the guitar and drums. He is pretty good! He can play AC/DC and Led Zep songs, which is good enough for me.
My other boys are younger, but Jimmy did finish intermediate school this year and he is going to be attending Godinez also in the fall. He too received scholastic awards at the end of the year. It was telling that SAUSD Trustee Audrey Noji addressed Jimmy and his peers, at their graduation this month, in English, Spanish and Vietnamese. Santa Ana is changing and there are a lot of Vietnamese students now amongst their Latino peers.
My son Jacob, who is a first grader at John Muir Fundamental Elementary School, also received a slew of awards at the end of the year.
All of my boys received awards in English/Reading. Jimmy and I both read the same science fiction novels – and he has become a voracious reader.
My daughter graduated from Santa Ana High School, where she also excelled at water polo. She just finished a two year fashion degree at FIDM, which is a world-renowned art school in Los Angeles. She finished with a GPA higher than 3.0. She is now looking for an internship in her industry.
The difference for my kids? A house full of computers and parents dedicated to reading and to helping them with their studies. We have always been here for them.
Not all Santa Ana kids are as lucky. I for one won’t criticize their families. They are poor and struggling to survive. We live in a city with only one main library and one small external branch. The libraries are closed on Sunday. Many kids in town don’t have access to the Internet. Many live in cramped surroundings with no desk to do their homework on. And many live in single parent homes.
SAUSD has laid off teachers for several years now. That has really hurt younger teachers. That is a damn shame as they would have brought new energy to our schools. We have a lot of great veteran teachers but also a few that, quite frankly, could care less.
I still am not sold on the SAUSD administrators. Nor do I have much faith in our School Board. If we are to turn things around it will be up to us.
We need more partnerships with local industry leaders. We need better administrators with more experience in turning around troubled school districts. We need more public libraries. I wrote a position paper when I ran for the Santa Ana City Council, proposing micro libraries that would make use of our empty retail stores, providing computers with Internet access, and space to do homework. Plus the idea would have included a mobile service that would have delivered books, upon request, from the main library to the micro libraries.
But both the City of Santa Ana and the SAUSD are broke. So what to do?
I know what I won’t do. I won’t pull my kids out of SAUSD schools and put them in private schools, like most of our local politicians have done over the years. One of our Trustees, Audrey Noji, sent her son to high school in Irvine. And a candidate for our school board that has run twice, and lost, named Cecilia Aguinaga, took her kids out of public schools and put them in private schools.
We need school board members who will have faith in our schools and in our teachers, and who will be creative and inspired. We certainly don’t have that sort of vision on our School Board now.
But know this – despite all the problems we do have a lot of great kids who are doing well. We just need to work harder to help the rest of them too.
On May 31, 2010, Noah and Kaleb, 2 dromedary camels, came to live at the Santa Ana Zoo for the summer.
Camel rides have started, and you can climb atop one of these magnificent animals into a custom made saddle and ride around our urban oasis.
The camels just moved into their new home and can be found this summer in the …yard just north of the “Colors of the Amazon” walk through aviary.
Famous for their ability to trek long distances through the desert, camels have been great service animals since biblical times.
Camel rides open this weekend, June 26/27 at the Santa Ana Zoo!
Rides are only $5, and will be open from 10:30 am to 4:30 pm on Saturday and Sunday.
On Resident Free Day, the second Tuesday of each month, residents of Santa Ana may visit our Zoo for free. Proof of residency (driver’s license, utility bill) will be required upon arrival. Not valid to schools or business addresses.

Senate Committee Approves Bill in Response to Pension Fund Investment Scandal
SACRAMENTO, CA – The Senate Public Employment and Retirement Committee approved legislation this week that would require placement agents to register as lobbyists and would end contingency fee arrangements based on winning contracts from California’s public retirement systems.
Authored by Assembly Member Ed Hernandez (Baldwin Park) and co-authored by the committee’s chairman, Senator Lou Correa (Santa Ana), Assembly Bill 1743 (AB 1743) would help to ensure that transactions that involve placement agents securing investment assets from the state’s pension funds remain above board.
“Placement agents typically can earn up to 3 percent of the money they place under the management of their client. With billions in California public pension fund investment assets available, and performance pay used as a carrot to win pension fund contracts, the existing system invites corruption”, said Correa.
Senator Correa further added, “When it comes to public funds, we must hold all to a higher standard of accountability and transparency. This bill provides both.”
Requiring placement agents to register as lobbyists would make them subject to the Political Reform Act. Under this Act, lobbyists are required to render quarterly activity reports including any honoraria, fees or other compensation. The Act also requires them to attend a biennial ethics class, and places significant limits on gifts, among other requirements. Senator Lou Correa represents the 34th District, which includes the cities of Anaheim, Buena Park, Fullerton, Garden Grove, Santa Ana, Stanton and Westminster.

SAUSD Trustee Audrey Noji always finds a way to win in November…
Two of the Santa Ana Unified School District’s (SAUSD) Trustees are up for reelection in November – Audrey Noji and John Palacio. Both have been in office for many, many years.
Noji recently spoke at my 13 year old’s graduation from middle school. She spoke in three languages – English, Vietnamese and Spanish. Palacio spoke too, but only in English.
The SAUSD has been reeling for years. Most of our high schools and many of our other schools are on the State of California’s low performing list.
So far only one challenger has pulled papers – me. As a teacher and safety consultant I should have a decent shot at replacing one of the incumbents. Click here to see my campaign website.
So who else will be challenging Noji and Palacio?
So far it looks like the incumbents have managed to shut down all challengers. I spoke to Alfredo Amezcua, a candidate for Mayor of Santa Ana. He said his daughter Valerie, who ran for the SAUSD School Board in 2008, is not running this time. I also spoke to Palacio and he said the same thing.
What about Gloria Alvarado and Cecilia Aguinaga? They too ran in 2008. So far neither has filed.
Irene Ibarra already told me she is not reprising her 2008 campaign. Nor do I expect Mike Gonzalez, a local businessman who ran in 2008, to run again.
What about Gregory Barraza? He too has not pulled papers. He also ran in 2008.
I have heard rumors that a Vietnamese candidate might file. If that happens it will make it very hard for Noji to be reelected.
I expect a high Vietnamese voter turnout in November, due to Assemblyman Van Tran’s presence on the ballot, as a candidate for the 47th Congressional District. Noji is clearly going after that vote.
It is very likely that the voters will reject both incumbents because of the poor performance of the SAUSD over their tenure.
Will other candidates emerge? Maybe, but the filing deadline is coming up on Friday, Aguust 6. We will keep our readers updated as the new candidates jumpt into the race.
