SANTA ANA, CA (January 31, 2013) – The Santa Ana City Council has agreed to accept the resignation of its City Manager, effective Friday, February 1, 2013. Pending finalization of an agreement to that effect, Mr. Paul Walters will continue to serve the City as a Law Enforcement Liaison, functioning in the role of a Police Commissioner with the specific duties to be determined by the City’s Police Chief and City Manager.
“Mr. Walters has served this City very well for many, many years” said Mayor Miguel Pulido, “and we are particularly appreciative of his leadership to the City and community during his tenure as City Manager. Orange County Supervisor Janet Nguyen struck back at the Orange County Grand Jury this week, in an editorial published by the O.C. Register.
Nguyen claims that CalOptima, the County’s largest insurer – which provides for the health care needs of the poor, was wasting money. In particular she referenced the purchase of a building that was bought by CalOptima and for which they are still paying a lease. But Supervisor John Moorlach “defended the building purchase, saying the cash transaction reduced the organization’s overall occupancy costs even though it had to keep its lease at the former building,” according to the O.C. Register.

Mayor Pro Tem Sal Tinajero just voted to blow a lot of our money!
Well, it’s over. The Santa Ana City Council has apparently negotiated an exit settlement with their City Manager, Paul Walters, after seven months on the job – and after he saved the city from a budget crisis last year, according to my sources.
Walters will leave as both City Manager and Chief of Police. Yes, the Council is going to blow a lot of money on this – he can choose a one-year severance package — essentially a lump sum of $265,000 — or receive three years and eight months of city-paid military service retirement credit, according to the Voice of OC. “Supervisor Janet Nguyen raised about $50,000 in campaign contributions from the medical industry in the nine months after she began restructuring the board of CalOptima to give health providers a stronger voice, according to her campaign reports,” as reported by the Voice of OC.
This is not the first time that Supervisor Nguyen has reaped the benefits of her votes. When she cast the decisive vote against letter grade health ratings for our restaurants – a common practice in every other Southern California county around ours, she ended up collecting over $20K in donations from restaurant owners who had poor restaurant health records – many of them had received multiple major health violations. The Santa Ana City Council has once again, with terribly short notice, scheduled a “Special Meeting” set for tonight, January 29, at 5 pm, at Council Chambers. This is another secret meeting as the Council will be deliberating the fate of our City Manager, Paul Walters.
The timing is odd as the Council’s Public Safety Committee was supposed to meet tonight as well, at 5:30 pm, at the police station community room. How are they going to run two meetings at once? Very odd.
