Is Bustamante qualified to serve as an O.C. Public Works manager?
Santa Ana Council Member Carlos Bustamante once told an audience at a fundraiser (for his failed Supervisorial campaign) that his life was like Forrest Gump – a movie character who lucked into one success after another. While folks were shocked at the time, he was right – at least up until he got into trouble this past week, at work, where he is now facing serious sexual harassment allegations.
Bustamante got a job as a middle manager a couple years ago, at the County of Orange. Today he is a vastly overpaid Orange County Public Works Director of Administration – and he does not appear to be qualified for the job. In fact his pay has come under scrutiny since an internal County audit revealed that his last few raises were not merited.

SANTA ANA – Orange County District Attorney (OCDA) Tony Rackauckas filed charges this morning against two police officers from the Fullerton Police Department (FPD) for their criminal participation in the beating-death of a homeless man,37-year-old Kelly Thomas.
Officer Manuel Ramos is charged with one felony count of second degree murder and one felony count of involuntary manslaughter. He faces a maximum sentence of 15 years to life in state prison if convicted. Corporal Jay Cicinelli is charged with one felony count of involuntary manslaughter and one felony count of the use of excessive force. He faces a maximum sentence of four years in state prison if convicted. Continue reading

UPDATE: DA TONY RACKAUCKAS HAS CHARGED 2 FULLERTON POLICE OFFICERS IN CONNECTION WITH KELLY THOMAS’ DEATH
FPD officer Manuel Ramos will be charged with second-degree murder and involuntary manslaughter. Ramos faces up to 15 years to life in prison.
Cpl. Jay Cicinelli will be charged with involuntary manslaughter and use of excessive force. He faces up to four years in prison.
They will be arraigned at 2PM this afternoon at the courthouse in downtown Santa Ana.
