SAPD apprehend shooter, in murder after argument about Mexican states

SANTA ANA POLICE WITH THE HELP OF MEDIA AND COMMUNITY APPREHEND SHOOTER IN MURDER THAT OCCURRED – 02-13-2011

Case Synopsis

On 2/13/2011 at 2200 hours, officers were dispatched to 1714 E. McFadden for a shooting that had just occurred. Upon arrival, officers found 35 year old Esteban Navarrete lying on the parking lot with a gunshot wound to his head. Santa Ana Paramedics transported him to Western Medical Center, where he underwent surgery and later died from his injuries.

Several witnesses from the restaurant were interviewed and told the detectives there was a verbal argument between two groups of men inside of the Mariscos La Ola Restaurant over which state in Mexico was better. Some of the males from that argument exited the restaurant and had a fist fight in the parking lot. Victim Navarrete was in the restaurant with his wife and some friends, but was not involved in the verbal argument or the fist fight. Navarrete and his friends decided to leave before anything further happened. As they entered their car, two suspects approached and produced a handgun. The suspects fired several shots at the victims, striking Navarrete in the upper body. The suspects then ran to a waiting vehicle and fled the area.

On 2/17/11, Santa Ana Police Homicide Detectives received a call from a person who wanted to remain anonymous. The person said they recognized one of the subjects in the video broadcast as Ivan Sanchez from Santa Ana. Detectives positively identified Sanchez and began looking for him. During the search, detectives developed information that Sanchez was possibly leaving for Mexico to avoid being arrested. Utilizing various police resources, a subject resembling Sanchez was observed getting into a vehicle. With the assistance of the police helicopter Eagle and ground surveillance units, Sanchez was positively identified in the vehicle. The vehicle was stopped as it entered the southbound 5 freeway, and Sanchez was taken into custody.

Sanchez was interviewed and booked into the Orange County Jail for one count of murder and three counts of attempted murder. SANCHEZ WAS IDENTIFIED AS THE PERSON WHO FIRED THE SHOT THAT KILLED VICTIM NAVARRETE.

Homicide Detectives are still attempting to identify and interview the other three subjects from the surveillance video.

Santa Ana residents can get in free to the Santa Ana Zoo on Sunday, Feb. 20

Santa Ana residents can visit the Santa Ana Zoo at Prentice Park, for free this Sunday, Feb. 20.  The Resident Free Day falls on every third Sunday of the month: FREE Santa Ana residents’ day (Sun. Feb. 20, Mar. 20, Apr. 17, May 15, Jun. 19, Jul. 17, Aug. 21, Sep.18, Oct. 16, Nov. 20, Dec. 18).

General admission is $8.00, Children 3-12 & seniors are $5.00. Our prices increased in July.

The Santa Ana Zoo is located at Prentice Park, at 1801 E. Chestnut, in Santa Ana.

The Zoo displays over 300 animals from around the world on 21 acres. Open daily from 10am to 4pm, once inside, one can remain until 5pm.

The UCI Phi Delta Epsilon Medical Fraternity and the Orange County Legal Defenders are hosting a Free Health Fair, in Santa Ana, on Sunday, Feb. 20, from 8 am to 1 pm, at the law offices located at 1717 N. Broadway.

Phi Delta Epsilon International Medical Fraternity creates physicians of integrity with a life-long commitment to our guiding principles of philanthropy, deity, and education through fellowship, service, mentoring, and formal training in leadership, science, and ethics.

In October of 1904, Aaron Brown and eight of his friends founded Phi Delta Epsilon at Cornell University Medical College. During the first decade of this century there were many doors closed to Jewish medical students and physicians, doors which would not fully open until after World War II. In 1904, it was not uncommon for American medical schools to have quotas limiting admission of Jewish students, and medical fraternities. So Aaron Brown and his friends decided they would start their own fraternal organization, guided by the precepts of philanthropy, deity, and equity.

The success of the Cornell chapter soon led to the organization of other chapters in the East and Midwest. In 1918, Phi Delta Epsilon amalgamated with Alpha Phi Sigma, a medical fraternity organized in 1908, whose ideals and principles were similar to those of PhiDE. Its chapters were in the Midwest and West, making for an ideal union.

Following the amalgamation, the United States was divided into districts and, by 1930, enough members had graduated from medical schools allowing for the formation of graduate clubs. In 1926, an Endowment Fund was started giving the Fraternity long-term stability. In the 1940s the Aaron Brown Lectureship Program was begun and has remained a vital chapter event through the years.

In the late 1960s, the Fraternity opened its membership to women and encouraged recruitment of medical students of all races, nationalities and religious beliefs. The past 25 years have seen the Fraternity’s membership become wonderfully diverse, reflecting the diversity of the medical profession today. The addition of the premedical affiliation in 1994 rounded out the Fraternity’s membership, which now spans an entire lifetime of medical education and practice.

PhiDE celebrated its 100th anniversary in 2004 as a strong, vibrant, professionally directed organization headed for new growth and great excitement. The 21st century beckons us, and we continue operate under Aaron Brown’s guiding principles of Philanthropy, Deity, and Equity.

Phi Delta Epsilon has grown from a small insular group to a diverse, all-inclusive organization. They have done this by making their motto live: Facta Non Verba, Deeds Not Words. And, indeed, we will continue to prosper, grow, and spread the warmth of our fraternalism into the future.

Food for less, on Grand and 17th, in Santa Ana, to close on March 15

Food 4 Less  — a discount market owned by Kroger –  is closing March 15, according to employees at the Santa Ana store, which is located at 17th and Grand Ave., according to the O.C. Register.

I visited that store tonight, and several employees verified that they will be closing on March 15.  I asked them if they will be having a clearance sale.  Apparently they will blow out the meat, but everything else will be transferred to other stores.

Food 4 Less is owned by Kroger, which also owns Ralphs.  They closed a Ralphs that used to be on 17th and Bristol, awhile ago.  Now they will also be closing a Ralphs in Anaheim, at 2809 E. Lincoln, on March 10.

I don’t know the reasons for these closures, but I do know that the Food 4 Less on Grand and 17th faces a lot of competition from Big Saver, Northgate, and Superior.  My wife hates shopping at Food 4 Less as it is hard to find what you are looking for.

What will go into that center in place of Food 4 Less?

A Wal Mart Super Center would be awesome, as residents could save up to 20% on store merchandise and groceries, but the Santa Ana City Council effectively banned big box superstores in 2007.  “Under the new regulations, big-box retailers must apply for a conditional-use permit and identify the benefits and costs to existing stores within a three-mile area,” according to the L.A. Times.

Too bad.  A Wal Mart Super Center would bring a lot of jobs to Santa Ana.  Click here to contact the Santa Ana City Council.  Now is the time to ask them to reconsider this silly ban.

The ban exists to protect union supermarket jobs, but those are disappearing quickly.  Besides, we should not be encouraging folks to make careers out of bagging groceries.  These jobs should be for young people and the semi-retired.

The Galaxy Theatre allows underage clients, why not the Yost too?

OC Reloaded had this to say about Santa Ana’s Galaxy Theatre in a new article: Residents of Santa Ana, CA who haven’t already checked out the Galaxy Concert Theatre are missing out on an excellent entertainment option. Featuring an exciting list of a variety of artists with unique performance styles, the Galaxy Concert Theatre is a must-go-to for locals to this area.

Guess what?  When you visit the Galaxy, they check your I.D. at the door and stamp your hand to indicate if you are under or over 21.  They system works quite well for them.

Recently we reported that the Yost Theater’s owners are trying to get approval for an I.D. wristband system – which if anything is even more secure than using rubber stamps, but they are facing some token opposition from a group of unhinged people who apparently are against change in general, on the premise that the I.D. system will somehow lead to older men preying on young ladies.

Well, if your daughter is underage, isn’t it YOUR job to make sure she is safe?  And why should this be an issue when facilities such as the Galaxy and the Anaheim House of Blues also identify the minors who attend their events – with zero problems?

Opposing the Yost on these grounds is just silly, yet I am told that even State Senator Lou Correa’s feathers have been ruffled by this.  Yet Correa seemingly has no issue with the House of Blues, which is also in his district.

Gov. Brown to suspend funding for the Brown Act?

The State of California forces local governments to post their meeting agendas, as per the Brown Act.  However, Governor Jerry Brown, in an attempt to cut more state spending, is now talking about suspending payments from the state to those local governments, for posting of public notices, according to the Mercury News.

The state Legislature omitted that funding last year as well – and the question now is whether or not public agencies will have to post their meeting notices at all, as this has become an unfunded state mandate.

The state figures to save about $63 million, by gutting the Brown Act’s funding.

My personal sentiment is that the state should amend the Brown Act so that public agencies can post their meeting agendas online only, and not have to make photocopies and put them on their front doors.  That would be the green thing to do!

The City of Santa Ana is still following the Brown Act mandates to the letter of the law.

City of Santa Ana taking steps to encourage construction, housing and jobs

SANTA ANA TAKING STEPS TO ENCOURAGE CONSTRUCTION, HOUSING, JOBS

SANTA ANA, CA – The Santa Ana City Council voted unanimously at its February 7 th meeting to defer collection of development impact fees to foster continued development and jobs in the community.  The program applies to both residential and non‐residential development, and allows developers to defer the payment of several fees.

Deferring these development impact fees reduces the amount of up‐front costs developers must finance through debt or equity, and reduces the amount of interest paid over the construction period.  These fees can represent a sizable up‐front cost and may be a deciding factor in the financial feasibility of a project.  “The Building Industry Association of Orange County (BIA/OC) applauds the leadership of the Santa Ana City Council for their proposal to assist the building industry by supporting a development fee deferral program, says Bryan Starr, Deputy Executive Officer, External Affairs.  “The BIA/OC is proud to partner with progressive city leaders who find common sense solutions to some of the pressures that our industry has been facing.”

The impact fee deferral program will last for one year beginning March 9, 2011 and ending March 7, 2012.  It allows these costs to be paid at occupancy, rather than at the beginning of construction.

Mayor Pulido speaks out about air quality and his work with the AQMD

Did you know that Santa Ana Mayor Miguel Pulido represents Orange County cities on the Board of Directors of the South Coast Air Quality Management District?  He recently was interviewed on a T.V. show produced by the agency, regarding his work with the AQMD.  The video is above.

Pulido holds a Bachelor’s Degree in Mechanical Engineering from California State University, Fullerton.  He co-owns an auto service shop run by his brother, in Santa Ana.  He also is a consultant on green issues.

The South Coast AQMD believes that all who live or work in this area have a right to breathe clean air. AQMD is committed to undertaking all necessary steps to protect public health from air pollution, with sensitivity to the impacts of its actions on the community and businesses. This is accomplished through a comprehensive program of planning, regulation, compliance assistance, enforcement, monitoring, technology advancement, and public education.

The AQMD is the air pollution control agency for all of Orange County and the urban portions of Los Angeles, Riverside and San Bernardino counties. This area of 10,743 square miles is home to over 16.8 million people – about half the population of the whole state of California. It is the second most populated urban area in the United States and one of the smoggiest.

SAUSD Safety Officers sign up for Bike Patrol Program

District Safety Officers Sign Up for Bike Patrol Program

SANTA ANA, CA — February 10, 2011 – Santa Ana Unified School District (SAUSD) has announced a launch of its bike patrol program for district safety officers (DSOs). Beginning this month 11 trained and certified DSOs will begin using bicycles as an additional method of conducting their daily patrols and crime prevention coverage throughout the school district.

Providing an alternative deployment resource and augmentation to existing security methods sparked this program’s creation. “The motivation for this program was, in part, a desire to provide our district safety officers with a safe method of patrolling our school campuses to augment the current methods of foot and golf cart patrols, while at the same time promoting increased physical fitness and a healthier work force,” said School Police Chief David Valentin. “It’s a voluntary program that we hope to expand throughout the DSO ranks,” Chief Valentin said.

After researching various programs, the Santa Ana School Police Department decided on this industry best practice approach. The initial DSO participants, who voluntarily signed up, completed a comprehensive training course conducted by School Police Officer Jaime Randall under the supervision of School Police Sergeant Kevin Phillips. Officer Randall has extensive credentials in bicycle riding and is a POST (Peace Officer Standards and Training) certified instructor.

“The increase in mobility that bike patrolling provides will reduce incident response times as well as provide the police department with increased ‘eyes and ears’ capabilities on and around school district campuses. This will enable the school police to leverage our abilities to more effectively meet the school district’s safety and security needs,” said Sergeant Phillips. “It’s a benefit for the schools, students, staff and community.”

The “Community Building Awards” will be presented on Saturday, April 16, 2011 at the “Santa Ana Earth and Health Fest” event. The award is a glass building block etched in gold, along with a framed certificate.

  • Service Club Project of the Year: Santa Ana is fortunate to have an active service club community that sees the value in partnering up their members and resources with other organizations to tackle significant issues that confront our society.
  • Economic Development Project of the Year: Award developed to recognize the grassroots economic development initiatives that are providing new opportunities for the advancement of residents of Santa Ana.
  • Board Member of the Year: Award to be presented to volunteer board member of a Santa Ana community-based organization that has provided service and inspiration to their organization and our city.
  • Chief Executive / Organizational Leader of the Year: Award to be presented for outstanding leadership and community building achievements on behalf of their Santa Ana business, educational /community-based organization, or other service agency.

Councilwoman Martinez leading the City of Santa Ana in anti-obesity efforts

Santa Ana Councilwoman Michele Martinez has been very busy of late, doing what she loves to do – fighting obesity and promoting healthy living.

Hurtado starred in the most recent edition of the Biggest Loser T.V. show.  Hurtado was the runner-up, but it is what he has done since he left the show that has made a real difference.

Hurtado weighed over four hundred pounds before his stint on the Biggest Loser.  He now weighs 244 pounds!

Santa Ana Becomes Largest City to Pass HEAL Resolution

Santa ana, CALIF., February 7, 2011 … The Santa Ana City Council voted today to take on the obesity crisis by adopting a resolution and joining the ranks of other cities around the state as a member of theHealthy Eating Active Living Cities Campaign (HEAL), a statewide campaign aimed at reducing local obesity and physical inactivity rates through the introduction of city policies. Santa Ana now has the distinction of being the largest city in the state to enjoy this designation.

While citizens play an integral part in the diet and exercise choices they make, Santa Ana policymakers recognize that local government plays an important role in creating environments that allow for easier access to healthy food choices and indoor and outdoor recreation venues.

“Personal responsibility is a factor, but the environment plays a major role in the shaping of behaviors and lifestyles,” said City Council Member Michele Martinez. “We’ve been working toward these goals for a while, but before HEAL we didn’t have a way to define them. The first step is defining all of our successes, planting the seeds and seeing where we can go in the future. The long-term goal is to bring true systems’ change to Santa Ana.”

In California, where more than half the adult population is obese or overweight, a recent study showed that the epidemic is costing the state more than $41 billion a year in health care costs and lost productivity. The City of Santa Ana is committed to addressing obesity and diabetes related illness among Santa Ana residents by improving food and physical activity environments. Part of the HEAL resolution is to address walking and biking connectivity between residential neighborhoods and schools, parks, recreation resources and retail by developing a bicycle and pedestrian master plan, as well as increasing open space and the number of parks, particularly in park-poor neighborhoods.

“A lot of people want to exercise and stay fit but don’t have easy access to public parks and trails,” said Gerardo Mouet, Santa Ana’s executive director of the Parks, Recreation and Community Service Agency. “Increasing access to public parks is one of the few ways for many people to have an active lifestyle.”

Support for the health of residents and the local workforce through prevention policies and programs would decrease chronic disease and health care costs and increase productivity. The resolution also focuses on childhood obesity by encouraging the participation of the youth in healthy activities through various city-sponsored programs, such as the Police Athletic and Activity League and the Library Youth Health Ambassadors, and through programs offered at city parks, joint-use parks, trails and recreation centers.
