REP. SANCHEZ URGES REPUBLICANS TO AVOID GOVERNMENT SHUTDOWN
WASHINGTON, D.C. – With the federal government set to run out of funds Friday, Congresswoman Loretta Sanchez (CA-47) urged House Republicans to compromise with Democrats and negotiate a long term spending measure. Below is a list of services impacted during the last government shutdown in 1995:
– Delays in disability benefits and pension claims for more than 400,000 veterans
– Delays in educational benefits for 170,000 veterans
– Six states ran out of federal funds to pay unemployment benefits
– About $3 billion in U.S. exports weren’t allowed to leave the country
– More than 200,000 Social Security requests and 10,000 new Medicare applications were delayed
– 760,000 American workers were furloughed or worked without being paid
– Tens of thousands of people were prevented from buying homes because the Federal Housing Administration was unable to guarantee loans
– Toxic waste clean-up at more than 600 sites slowed or came to a halt
– Inspections of oil and gas wells on public lands were stopped
– Non-essential federal websites ceased operations
– Environmental Protection Agency stopped issuing permits, slowing construction of transportation and other infrastructure projects
“The Republicans’ inability to compromise up to this point is politically motivated and absolutely reckless,” said Sanchez. “We can achieve a long-term solution to our deficit issue without shutting down the government. A government shutdown will have drastic consequences for businesses and families. Our economic recovery will be seriously jeopardized, and a wide range of important services —everything from issuing passports to distributing disability benefits to operating the veterans administration— will go away. The American people do not want a government shutdown and I urge Republicans to compromise on a common-sense solution.”

Statement Condemning Comments Made by Villa Park Councilwoman Deborah Pauly
The Democratic Party of Orange County (DPOC) strongly condemns the venomous words and threats spoken on 2/13/11 by Villa Park Councilwoman Deborah Pauly, at a rally protesting an ICNA relief event in Yorba Linda. Ms. Pauly also serves as the First Vice President of the Orange County Republican Party.
Councilwoman Pauly characterized the event and those who attended (some with small children) as “sheer, unadulterated evil.” She further threatened the attendees by stating that her US Marine Corps son and other Marines would be willing to “help those terrorists to an early meeting in Paradise.”
The foundation of our democracy lies in the people’s freedom of speech and certainly Ms. Pauly’s reprehensible remarks are included in those rights.
However, the Constitution also provides the right of people to peacefully assemble without threat or intimidation by the government. The Constitution also provides the right of people to exercise their religion without interference by the government by threat or intimidation.
Ms. Pauly was allowed to speak at the rally only because of her official position as an elected councilwoman and as an officer of the Republican Party. So her comments were more than rhetoric by a mere person who chose to inflame and to incite.
As an elected official, Councilwoman Deborah Pauley acted under the color of State law to threaten and intimidate citizens who have constitutional rights, privileges and immunities of assembly and religion. Her actions constitute a misuse of authority and maybe a violation of both federal and state law.
The Democratic Party of Orange County (DPOC) calls upon Councilwoman Pauly to apologize and to retract her threats and for the Orange County Republican Party to publicly state that it does not support anyone who makes such threats.
Please note that the Democratic Party of Orange County (DPOC) is preparing a complaint to be filed with the Federal Bureau of Investigations regarding Councilwoman Pauly’s violation of the attendees constitutional rights under the color of law/authority.

Assemblyman Solorio Honors Advocate for Girls at Woman of the Year Ceremony
Lucy Santana-Ornelas, Executive Director for Girls Inc., receives award on Assembly floor
SACRAMENTO – State Assemblyman Jose Solorio’s (D-Anaheim) choice for the Sixty-Ninth Assembly District’s Woman of the Year is Executive Director for Girls Inc. Orange County, Lucy Santana-Ornelas. She traveled to Sacramento today to receive the honor at a recognition ceremony held on the Assembly floor.
“Lucy has dedicated her heart, soul, time and talent to the girls and young women in our community,” says Solorio. “She exemplifies the mission of her organization, ‘inspiring all girls to be strong, smart and bold.’”
Born in Santa Ana, Lucy Santana-Ornelas is a graduate of Santa Ana High School, Santa Ana College and obtained her Bachelor of Arts degree from California State University, Fullerton (CSUF). Santana-Ornelas frequently tells her story of overcoming the advice of a high school counselor who told her to not bother pursuing college. Thankfully, she didn’t listen. In 2008, she was highlighted as one of 50 distinguished Latino graduates of CSUF at the university’s 50th Anniversary.
Santana-Ornelas’s entire career and adult life have been spent in public service. She has an extensive awareness of Orange County community issues and needs and is passionate about creating opportunities for underserved youth, especially girls age 4-1/2 to 18.
“We are seeing girls experience low self-esteem and body image issues at a younger age than ever before,” Santana-Ornelas says. “Girls Inc. can help break the barriers to success for those girls by providing girl-focused programs, adult role models and exposure to the world beyond their neighborhoods.”
Santana-Ornelas is particularly proud of integrated projects that increase girls’ interest in science, technology, engineering, and math by involving students in solving authentic problems, working with others, and building real solutions. Last year, Girls Inc. served 4,700 girls in Orange County. In an age of shrinking social services, Girls Inc.’s budget is projected to grow from $1.7 million to $ 2.5 million.
“We are so fortunate that our funding has increased during these tough economic times. Our proven success in helping girls achieve their potential and the recognition of the growing need for our services are huge factors in our growth,” says Santana-Ornelas. The agency is scheduled to serve over 54 outreach program locations this year. Girls Inc. is funded mainly by public/private foundation grants, corporate giving and individual donations.
“This honor is the California Assembly’s way of saying thank you for your dedication,” said Solorio. “And thank you for changing the lives of thousands of Orange County’s young women.”

REP. LORETTA SANCHEZ FIGHTS TO KEEP ORANGE COUNTY FAMILIES IN THEIR HOMES
WASHINGTON, D.C. – Congresswoman Loretta Sanchez (CA-47) introduced an amendment to H.R. 830, the Federal Housing Administration (FHA) Refinance Program Termination Act, today that would help struggling families stay in their homes by making mortgages more affordable.
The amendment introduced by Rep. Sanchez would replace the FHA Refinance Program Termination Act and use unexpended funds to create a program allowing eligible homeowners to apply to refinance a 30-year mortgage at a 4 percent rate. Qualified homeowners must be current on their mortgage, with an annual household income not exceeding $180,000, and the house being refinanced must be their primary residence.
“Due to the economic crisis, many of my constituents have either lost or are on the brink of losing their homes,” said Sanchez. “And, I understand their concerns. My Republican colleagues want to eliminate programs that have a proven track record of keeping families in their homes. My proposed legislation would build on the housing programs already initiated last year and streamline them to help middle-income Americans emerge from near foreclosure and be able to better afford their mortgages.
“At the heart of our country’s larger economic problems, this housing crisis continues to threaten families in Orange County and across America. My amendment saves a program that’s critical to stopping the wave of foreclosures destroying our economy. I am proud to introduce it in the House of Representatives, and am disappointed the GOP leadership will not allow my bill to move forward.”

WASHINGTON, D.C. – Congresswoman Loretta Sanchez (CA-47) today questioned Secretary of Homeland Security Janet Napolitano at a Committee on Homeland Security hearing on the President’s Fiscal Year 2012 budget request for the Department of Homeland Security (DHS). Rep. Sanchez was specifically interested in Secretary Napolitano’s take on budget cuts suggested by some House Republicans and the impact those cuts would have on the security and safety of our communities – specifically Orange County.
“A budget priority that I have continually advocated for is grant funding for local law enforcement through the Urban Area Security Initiative,” said Rep. Sanchez. “This grant program is critical to adding an extra layer of security in Orange County – in particular due to our vast array of government facilities, theme parks, large entertainment and sports venues, seaports and close proximity to a nuclear plant. I am concerned the Republicans will cut this particular grant funding by over $87 million in the continuing resolution passed by the House, which could lead to the elimination of the UASI grant program in the OC. Secretary Napolitano echoed my concern that these misplaced priorities to local counterterrorism initiatives are unreasonable, irresponsible, and may threaten the safety of our homeland.
“The President’s budget also included cuts to the US-VISIT program, and I was disheartened to hear Secretary Napolitano downplay the importance of the exit portion of this crucial national security program and compliance with Congressional mandates for an exit system. As the former Chairwoman of the Border, Maritime and Global Counterterrorism Subcommittee, I have presided over multiple hearings regarding the US-VISIT exit program and I believe US-VISIT is crucial to ensuring those who enter our country, on a temporary visa, leave it as well. ”

Sanchez. “To ensure this change in policy is enacted smoothly, the Navy must move aggressively with plans to modify living accommodations on attack submarines and to prepare female officers with standard submarine training. Secretary Mabus assured me such steps have been taken, and I am happy, though not surprised, to hear this transition has thus far been successful. Male or female, we need the best possible service members onboard our submarines.”

Do you remember former SAUSD Trustee Nadia Davis? She married Bill Lockyer, the California Treasurer, a much older man who has been involved in Sacramento politics for decades. He was in fact first elected in 1973. Davis-Lockyer graduated college in 1993, when she was presumably about 22 years old at the time, which means that she was born in about 1972. So her husband was first elected to office, when she was about one year old.
Last year Lockyer helped Davis-Lockyer win a campaign for a Supervisorial Seat in Alameda County. Now we know how much she had to spend to win that seat. According to campaign finance forms filed late last month, the new District 2 supervisor spent more than $1.8 million on her campaign and easily beat her challenger — former state Sen. Liz Figueroa — to replace retired Supervisor Gail Steele, according to the Oakland Tribune.
To make this an even nuttier story, Davis-Lockyer ran against one of her hubby’s ex-girlfriends, Liz Figueroa. We wrote about that previously.
In the end, Davis-Lockyer received 64 percent of the vote — 37,086 votes. The spending numbers break down to $48.65 per vote, dwarfing the $6.81 Figueroa spent per vote and even outdoing the $43.25 per vote that failed GOP gubernatorial candidate Meg Whitman, the former chief executive officer of eBay spent.
The outrageous amount of money spent by Davis-Lockyer came partially from her hubby, Bill, who personally donated $1.53 million to the campaign. It was such a disgusting amount of money that the incumbent, Steele, who retired, endorsed Figueroa, even though she rarely endorses candidates.
Everyone involved in this tale, by the way, hails from the Democratic Party.
The big money campaign spending in the race — likely one of the largest amounts ever seen in the state for a county supervisor’s seat — caused the Alameda County Board of Supervisors to adopt a campaign-finance reform ordinance to regulate the way candidates for county offices raise money.

Assemblyman Solorio Applauds Senate Leader Steinberg’s Call for Simplifying State Regulations
Assemblyman Will Author Bills Targeting Outdated Regulations in the Insurance Industry
SACRAMENTO, CA – State Assemblyman Jose Solorio (D-Anaheim) applauded State Senate President pro Tem Darrell Steinberg’s call for government agencies to search for outdated or duplicative regulations that can be eliminated without sacrificing important labor and environmental standards.
“I agree with the Senate pro Tem’s idea,” says Solorio. “We know there are regulations on the books that are duplicative, archaic or inconsistent with current law and may have hindered job creation. I know we can do a better job of streamlining regulations to make California function more effectively and be more business friendly. It should not take a business years to meet regulatory approval before it can begin construction, open its doors and hire employees.”
Assemblyman Solorio, Chair of the Assembly Committee on Insurance, is authoring a few bills this session that will address regulatory burdens within the insurance industry. One is a bill, supported by both business and labor advocates, to streamline the “notices” provided to injured workers, as the current system is expensive to employers, and confusing to employees. He will also work to repeal outdated regulations in the low-cost automobile insurance program.
“These measures I will be introducing are examples of regulations that are outdated and burdensome to workers, consumers and employers. I look forward to partnering with Senate pro Tem Steinberg to simplify old and duplicative regulations that exist throughout the state’s bureaucracy,” Solorio says.
It is a perception among business leaders, throughout the United States and in California, that the state’s regulatory environment is burdensome and may be stifling economic growth, particularly for small businesses. Federal data indicates that the amount of time businesses and individuals must spend filing taxes, applying for permits and submitting reports has increased by more than 30 percent in the past decade. Also, a Small Business Administration report last year found that federal regulations cost companies with 20 or fewer workers $10,600 per employee.
“A simple clause added to a regulation can have the unintended consequence of causing ambiguity or duplication and should be reviewed,” Solorio added. “But with that in mind, we must take care to keep the rules that do have purpose. We need to be precise about this.”
President Barack Obama has also issued an executive order for regulatory review at the federal level.
