Potential Public Exposure to Measles

(Santa Ana) – The Orange County Health Care Agency has confirmed three cases of measles in Orange County in the last week, in conjunction with the outbreak recently reported affecting multiple counties in California and Utah. These cases raise the possibility that Orange County residents may be exposed to measles since the patients visited public locations while infectious.

The Health Care Agency has been working with the facilities listed below to contact people who may have been exposed to these cases and who are at increased risk of severe illness. Physical Altercation Involving Inmates at Theo Lacy Jail

UPDATE – (December 17, 2014): The inmate victim, Thiep Truong Nguyen, 49, Westminster, has died at a local hospital.

ORANGE, Calif. – (December 16, 2014) – On Tuesday, December 16, 2014 at approximately 11:57 a.m.; a physical altercation occurred between two inmates at the Theo Lacy Jail. The altercation occurred between a 39 year-old male and a 49 year-old male who were housed together at the jail.

Following the altercation, deputies immediately responded and located the 49 year-old male victim, unconscious inside the cell. Orange County Jail medical staff and paramedics were called and the injured inmate victim was transported to a nearby hospital. The injured inmate victim is listed in extremely critical condition as a result of his injuries. Continue reading→

LAW ENFORCEMENT SEEKS PUBLIC’S HELP IDENTIFYING POTENTIAL ADDITIONAL VICTIMS OF FORMER TEACHER’S AIDE CHARGED WITH ENGAGING IN UNLAWFUL SEXUAL RELATIONSHIP WITH 15-YEAR-OLD GIRL

FULLERTON – The Orange County District Attorney’s Office and the Orange County Sheriff’s Department (OCSD) are seeking the public’s help identifying potential additional victims of a former teacher’s aide charged with engaging in an unlawful sexual relationship with a 15-year-old girl. Richard Nolan Green, 28, Yorba Linda, is charged with one felony count each of unlawful sexual intercourse, lewd act upon a child, and oral copulation of a minor under 16 years old. If convicted, he faces a maximum sentence of four years and four months in state prison and mandatory lifetime sex offender registration. He is out of custody on $100,000 bail and is scheduled for continued arraignment on Jan. 6, 2015, at 8:30 a.m. in Department N-3, North Justice Center, Fullerton.

At the time of the crime, Green was a teacher’s aide for troubled youth in the Orange Unified School District. The victim in this case was not a student in the class where Green was teaching. Continue reading→

Public Safety Agencies Showcase Communications Equipment & Mobile Command Vehicles

WHAT: The California Statewide Interoperability Executive Committee will be hosting an exercise in Orange County, with Los Angeles, Riverside/San Bernardino, and San Diego counties also participating. The purpose of this exercise, called the Multi Agency Regional Radio Interoperability Training Exercise, is to test the interoperable capability of radio communications equipment inside mobile command post vehicles. Young woman arrested after leading police on a chase that started and ended in Santa Ana

A 20-year-old woman named Kimberly Camacho was arrested after leading police on a pursuit in an allegedly stolen car through multiple Orange County cities Friday evening, according to the O.C. Register.

The chase began in the 1600 block of East First Street at around 4:28 p.m., when Santa Ana police officers observed a white sedan that matched a description of one reported stolen from Garden Grove, said Cpl. Anthony Bertagna of the Santa Ana Police Department, according to Fox News.

O.C. Agencies Unite to Combat Human Trafficking

WHAT: Orange County law enforcement, transportation officials and the Orange County Human Trafficking Task Force will hold a joint news conference to discuss the growing problem of human trafficking and efforts to put an end to the crime through strict enforcement and community partnerships.

The Orange County Human Trafficking Task Force, which was founded and is currently administrated by nonprofit organization Community Service Programs, will release its 2014 Human Trafficking Victim Report. A key finding is that the number of perpetrators of human trafficking crimes in Orange County doubled between 2011 and 2013. On average, eight new human trafficking victims are identified each month in Orange County and nearly half of all victims are minors. Continue reading→

SANTA ANA: Join the Mayor & City Council for family style fun and a spectacular fireworks show at the City of Santa Ana’s 2014 Independence Day Celebration at Centennial Park from 4-9:30pm. The Independence Day celebration will feature live performances by the Rockabillys, Mango Band and Santa Ana High School. The celebration will feature a History Walk with costumed characters from our nation’s history educating children, a kid’s zone play area with three bounce houses and games, civil war cannons and recognition of our Armed Forces. The fireworks show will begin at 9pm. Bring a picnic basket or enjoy the various food vendors throughout the park. Admission is free and guests are encouraged to arrive early to find a spot in the park.

CITY OF ORANGE: Fred Kelly Stadium at El Modena High School, 3920 Spring Street, will be the site of the 19th Annual 3rd of July celebration which will be held on Thursday, July 3, at 4:00 p.m. The celebration includes live music, interactive games, entertainment, delicious food from local non-profit groups, a patriotic musical performance by the Orange County Master Chorale that leads up to a spectacular fireworks show. ANAHEIM: Canyon High School, 220 S. Imperial Hwy. “An American Celebration” will be held on Friday, July 4, in Anaheim Hills. They will start the day with the “Firecracker Run 5K/ 10K at 7 a.m. at the Canyon High School track. This will be followed by a Pancake Breakfast from 8:00 a.m.-10:00 a.m. with the Yankee Doodle Dog Show at 10:00 a.m. at the high school. A parade will start at 5:00 p.m. at Canyon High going down Santa Ana Canyon Road ending at Pinney. MAN LINKED THROUGH DNA TO 2001 COLD-CASE SEXUAL ASSAULT OF WOMAN HE KIDNAPPED FROM BUS STOP CONVICTED

SANTA ANA – A man was convicted today for kidnapping a woman from a bus stop and forcibly sexually assaulting her in his car in a 2001 cold-case after being linked to the crime through DNA using the Orange County District Attorney’s (OCDA) local DNA database. Raul Moreno-Perez, 34, was found guilty by a jury of one felony count each of kidnapping to commit a sexual offense, forcible oral copulation, and sentencing enhancement allegations for increasing the risk of harm by kidnapping and kidnapping to commit a sexual offense were found true. He faces a maximum sentence of 34 years to life in state prison and mandatory lifetime sex offender registration at his sentencing June 18, 2014, at 9:00 a.m. in Department C-36, Central Justice Center, Santa Ana.

Circumstances of the Sexual Assault

At approximately 8:00 p.m. on Nov. 3, 2001, 19-year-old Jane Doe was waiting at a bus stop on Main Street in Orange. Moreno-Perez drove up in his vehicle and stopped his car near Jane Doe. He asked the victim if she wanted a ride and then drove away when she declined. Continue reading→
