LAW ENFORCEMENT SEEKING PUBLIC’S HELP IDENTIFYING ADDITIONAL VICTIMS OF MAN CHARGED WITH USING SOCIAL MEDIA TO CONTACT MINORS TO COMMIT LEWD ACTS

WESTMINSTER – The Orange County District Attorney’s Office (OCDA), Cypress Police Department (CPD), and Garden Grove Police Department (GGPD) are seeking the public’s help identifying potential additional victims of a man charged with contacting underage victims through social media with the intent of committing lewd acts. Michael Theodore Mordaunt, 45, Cypress, is charged with 14 felony counts of contacting a child with the intent to commit a specified crime, five felony counts of lewd acts upon a child, two felony counts of lewd acts upon a child under 14, two felony counts of meeting a minor with the intent to engage in lewd conduct, one felony count of possession and control of child pornography, and a sentencing enhancement allegation for substantial sexual conduct with a child. If convicted, Mordaunt faces a maximum sentence of 27 years and four months in state prison and mandatory lifetime registration as a sex offender. He is out of custody on $300,000 bail and is expected to be arraigned Monday, July 28, 2014, at 8:30 a.m. in Department W-2, West Justice Center, Westminster. Continue reading→

Strange men have been lurking at Santiago Park for over 25 years

A man tried to molest a little boy today at Santiago Park in North Santa Ana, according to a local neighborhood Facebook page.

Here’s the description: the man was about 40 years old give or take, with a receding hair line, lily white skin with light freckles. He had blond – gray hair, a dirty blonde mustache, and he stood 5 feet 5 or 6. He was overweight, round face, double chin. MAN SENTENCED TO 15 YEARS TO LIFE FOR SEXUALLY ASSAULTING 13-YEAR-OLD BOY AFTER LURING HIM INSIDE LIBRARY BATHROOM

SANTA ANA – A man was sentenced today to 15 years to life in state prison and mandatory lifetime sex offender registration for sexually assaulting a 13-year-old boy after he lured him inside a library bathroom. Robert Howard Claudio, 25, Anaheim Hills, was found guilty by a jury Sept. 5, 2013, of one felony count of kidnapping for child molesting, four felony counts of lewd acts with a minor under 14, and sentencing enhancement allegations for substantial sexual conduct with a child and increasing the risk of harm by kidnapping.

On the afternoon of March 9, 2012, Claudio approached 13-year-old John Doe in the Teen Room of the public library in Tustin while the victim was waiting for his mother to pick him up. Claudio convinced the victim that he was studying to be a social worker and was used to talking to younger boys. Claudio lured John Doe into a library bathroom and molested the victim by engaging in substantial sexual conduct. Continue reading→

FEMALE HIGH SCHOOL TEACHER TO BE ARRAIGNED FOR ENGAGING IN ILLEGAL SEX ACTS WITH UNDERAGE FEMALE STUDENT

FULLERTON – A female high school teacher is scheduled to be arraigned tomorrow for engaging in illegal sex acts with an underage female student. Rebecca Eileen Diebolt, 35, Brea, is charged with two felony counts of oral copulation with a minor under 16, one felony count of oral copulation with a minor, two felony counts of sexual penetration by foreign object of minor under 16, and one felony count of sexual penetration by foreign object of minor. If convicted, she faces a maximum sentence of six years and four months in state prison and mandatory lifetime sex offender registration. SANTA ANA – Over the vigorous objection and arguments of the Orange County District Attorney’s Office (OCDA), a child molester with 17 known victims will be released into the community within the next 72 hours. Alan Thomas Rigby, 66, of Irvine, has been in a state mental hospital for 16 years, where he was committed after serving 50 percent of a 19-year prison sentence.

At a Sexually Violent Predator (SVP) probable cause hearing today, Judge Kimberly Menninger found that probable cause did not exist that Rigby is likely to engage in sexually violent predatory criminal behavior upon his release. The standard of proof for probable cause is whether a reasonable person could entertain a strong suspicion that the offender is an SVP. The OCDA argued to keep Rigby civilly committed as an SVP and believes Rigby still poses a danger to the community based on his past crimes and propensity for sexual assaults against children. MAN LINKED THROUGH DNA TO 2001 COLD-CASE SEXUAL ASSAULT OF WOMAN HE KIDNAPPED FROM BUS STOP CONVICTED

SANTA ANA – A man was convicted today for kidnapping a woman from a bus stop and forcibly sexually assaulting her in his car in a 2001 cold-case after being linked to the crime through DNA using the Orange County District Attorney’s (OCDA) local DNA database. Raul Moreno-Perez, 34, was found guilty by a jury of one felony count each of kidnapping to commit a sexual offense, forcible oral copulation, and sentencing enhancement allegations for increasing the risk of harm by kidnapping and kidnapping to commit a sexual offense were found true. He faces a maximum sentence of 34 years to life in state prison and mandatory lifetime sex offender registration at his sentencing June 18, 2014, at 9:00 a.m. in Department C-36, Central Justice Center, Santa Ana.

Circumstances of the Sexual Assault

At approximately 8:00 p.m. on Nov. 3, 2001, 19-year-old Jane Doe was waiting at a bus stop on Main Street in Orange. Moreno-Perez drove up in his vehicle and stopped his car near Jane Doe. He asked the victim if she wanted a ride and then drove away when she declined. Continue reading→

57-YEAR-OLD MAN SENTENCED TO THREE YEARS IN PRISON FOR ENGAGING IN SEXUAL CONDUCT WITH 14-YEAR-OLD BOY HE MET ON CRAIGSLIST

FULLERTON – A 57-year-old man was sentenced today to three years in state prison and mandatory lifetime sex offender registration for engaging in illegal sexual conduct with a 14-year-old boy he met on Craigslist. Mark Aime Brosseau, Stanton, was found guilty by a jury Oct. 30, 2013, of one felony count each of lewd acts upon a child, contacting a child with the intent to commit lewd acts, and meeting a child with the intent to engage in lewd conduct.

On the night of Sept. 25, 2010, Brosseau parked his Ford pick-up truck in a parking structure at Bella Terra Mall in Huntington Beach and engaged in sexual conduct with 14-year-old John Doe in the vehicle. On Monday, a preliminary hearing will begin in the criminal case against former OC Public Works executive Carlos Bustamante. Mr. Bustamante is charged with 12 felony counts for alleged conduct between 2003 and 2011 when he worked for the County, including sexual assault, false imprisonment and stalking.

Preliminary hearings are held in criminal cases to determine if there is enough evidence to justify taking the defendant to trial on the charges. You will very likely be reading and hearing reports about the hearing, including comments and opinions about the County, its policies and procedures, and specific County employees, either past or current. James Ray Guerrero, 54, Westminster, was found guilty by a jury Nov. 27, 2013, of eight felony counts of lewd acts upon a child under 14, one felony count of distributing pornography to a minor, and sentencing enhancement allegations for substantial sexual conduct with a child and lewd acts on more than one child. Santa Ana Police Department Advisory: Santa Ana Police arrest man for continuous sexual abuse of a minor

On 01-08-14, Santa Ana Police Department was contacted by a 17-year-old Jane Doe and her mother came into the station to report she had been continuously sexually abused by a relative from the ages of 9-15. Investigation led to corroboration that the abuse took place. The suspect Felipe Martinez Ruiz (54) Yorba Linda, was located and arrested for multiple counts of child sexual abuse. During the interview, Ruiz confessed to the allegations and was booked into the SAPD Jail on the listed charges. Abuse took place in Santa Ana and Tustin.

JURY DETERMINED SERIAL CHILD MOLESTER SHOULD REMAIN CIVILLY COMMITTED AS SEXUALLY VIOLENT PREDATOR

SANTA ANA – A jury determined today that serial child molester Sid Landau, 74, is a continued threat to children and the community and should remain civilly committed as a Sexually Violent Predator (SVP).

Under the law, potential SVPs are subject to mental health reviews prior to completion of their criminal sentence. If the People are able to prove that the defendant meets SVP criteria, a petition is filed to have the defendant civilly committed. There are three criteria that must be met; first, the defendant must have committed a sexually violent offense. Second, he must be diagnosed with a mental disorder. Raymond Boykin, 18, Anaheim, is charged with one felony count each of forcible oral copulation, second degree robbery, unlawful taking of a vehicle, evading while driving recklessly, two felony counts of assault with the intent to commit a sexual offense, and sentencing enhancements and allegations for the personal use of a deadly weapon. If convicted, he faces a maximum sentence of 27 years to life in state prison. Security videos lead to arrest of MainPlace Mall robbery and rape suspect

Santa Ana Police Department Advisory: Arrest details in Santa Ana Mall robbery/sexual assault arrest

On December 11th, Santa Ana Police investigated the reported attack of a 19 year old woman who was robbed and sexually assaulted in a mall parking structure. Officers responded to reports of a robbery at the Westfield MainPlace mall, at 530 PM. The victim told the officers that as she was getting into her car a man pushed her into the vehicle, brandished a knife and sexually assaulted her. The victim told officers that she was able to escape and that as she ran for help the suspect stole some of her property and fled on foot.

Detectives took over the case and during their initial investigation of mall security tape they located a video from the Verizon store located in the mall. On this video detectives observed the suspect later identified as as 18 year-old Raymund Martin Daniel Boykin (DOB: 08-15-95) / Residence Unknown was in possession of the victim’s purse. Boykin had entered the Verizon store after committing the robbery/sexual assault and was using the victim’s cash money to purchase a cell phone. Detectives also learned that the suspect had been in the same store prior to committing the crime and had attempted to purchase the same type phone however was lacking $20.00 to complete the purchase. WESTMINSTER – A former school maintenance painter is scheduled to be arraigned Monday for possessing child pornography on his computer and distributing it through the Internet. Roger Scott Hewson, 51, Fountain Valley, is charged with one felony count of distributing obscene matter and one felony count of possession and control of child pornography. If convicted, he faces a maximum sentence off three years and eight months in state prison and mandatory lifetime sex offender registration.
